Perhaps Colorado River users — U.S. states, tribal nations, and Mexico — will rally to save Lake Powell or decide to let the river run free. If warring water interests fail to follow either path, however, it appears likely Lake Powell will shrink to “dead pool,” where it will no longer perform its basic functions as a reservoir.
